Rockwell Collins Awarded $332.6 Million Pentagon Deal for Fighter Pilot Helmet Systems

The Fort Worth firm received a sole-source, six-year Defense Logistics Agency contract to supply and repair Joint Helmet Mounted Cueing System spares for F-15, F-16 and F-18 jets flown by the U.S. and 13 allied nations.

FORT WORTH, TEXAS — Rockwell Collins ESA Vision Systems LLC, a Fort Worth, Texas, maker of pilot helmet display systems, received an estimated $332.6 million Pentagon contract to supply and repair cueing gear for combat aircraft, as announced on war.gov.

The fixed-price, indefinite-delivery, requirements contract covers Joint Helmet Mounted Cueing System consumable and depot-level reparable spares and repairs for F-15, F-16 and F-18 aircraft, according to war.gov. The award runs as a six-year base contract with one six-month option period and carries a July 23, 2032, completion date.

“This was a sole-source acquisition using justification 10 U.S. Code 3204 (c)(2),” the Defense Logistics Agency said in the contract announcement, citing Federal Acquisition Regulation 6.302-1.

The Joint Helmet Mounted Cueing System projects targeting symbology and imagery onto a pilot’s helmet visor, letting aircrews cue weapons and sensors by looking at a target. Rockwell Collins-ESA Vision Systems, a partnership of Rockwell Collins and Elbit Systems of America, has built and sustained the technology for years, according to militaryaerospace.com. The company delivered night vision cueing and display upgrades for high-performance fighter-bomber aircraft under a $10.7 million Navy order in 2017, according to militaryaerospace.com.

The contract spreads work and benefit across allied air forces. Using customers include the Air Force, the Navy and Foreign Military Sales to Greece, Morocco, Singapore, Chile, Denmark, Norway, Thailand, Oman, Taiwan, Portugal, Canada, Switzerland and Australia, according to war.gov. Contractors in Texas and Oregon stand to gain steady work, while performance also extends to Israel, home of the system’s Elbit heritage.

Work on the deal will proceed in Texas, Oregon and Israel through 2032, according to war.gov. The Defense Logistics Agency Weapon Support in Warner Robins, Georgia, serves as the contracting activity under contract number SPRWA1-26-D-0001. Funding draws on fiscal 2026 through 2032 defense working capital funds, military services funds and Foreign Military Sales funds.

For the average American, the award reflects how the Pentagon keeps aging fighter fleets flying without buying new jets. Helmet cueing systems extend the combat value of aircraft that first entered service decades ago, holding down the cost of front-line readiness that taxpayers fund.

Sole-source awards for this equipment have happened before. The same company supplied and maintained the cueing and night vision hardware under earlier Navy orders tied to the Aircrew Systems Program Office, according to militaryaerospace.com. Its position as the original developer of the fielded system has repeatedly justified single-source procurement.

The next decisions rest with the Defense Logistics Agency, which will issue individual delivery orders against the contract as the services request spares and repairs. A date for the first order has not been announced.

The award ranked among eight Department of Defense contracts issued nationwide on July 24, 2026, and marked the company’s only Pentagon deal this year, bringing its 2026 contract total to $332.6 million.

Helmet-mounted sights have reshaped air combat before. Soviet and later Russian MiG-29 pilots paired the Shchel-3UM helmet sight with the R-73 missile in the 1980s, letting them lock onto targets by looking off-boresight. The edge stunned Western air forces after German pilots demonstrated it in mock dogfights following reunification in 1990. That scramble to close the gap drove the U.S. and its partners toward the Joint Helmet Mounted Cueing System that Rockwell Collins now sustains.
