— Three engineering firms will share a $25 million Air Force contract for design work across Arizona military installations, the Department of the Air Force said.

The indefinite-delivery, firm-fixed-price award covers architect-engineer services at Luke Air Force Base, Davis-Monthan AFB and other sites. The 56th Contracting Squadron at Luke AFB obligated $7,500 at the time of award, as announced on war.gov.

“A Joint Venture relationship between O’Brien Engineering, Inc. and AECOM Technical Services,” the partnership describes itself, adding that it operates as a Service-Disabled Veteran-Owned Small Business according to obrieneng.com.

The award locks in engineering support for aging desert installations that train fighter pilots and host reconnaissance missions, work that keeps runways, hangars and fire-protection systems operable for years.

OEI-AECOM JV2 LLC, the Dallas partnership founded in November 2021, holds the lead position among the three joint ventures, according to obrieneng.com.Spur Nicklaus JV LLC, the Tempe, Arizona firm, and Spees-Reid Middleton JV LLC, the Kent, Washington firm, secured the remaining shares of the ceiling. The three ventures will provide mechanical, electrical, fire protection, civil, structural and architectural engineering services, with performance locations set by each task order.

Supported sites include the Barry M. Goldwater Range, Gila Bend Auxiliary Airfield, Auxiliary 1 Site and Fort Tuthill, all in Arizona. The contract was a competitive acquisition that drew 18 offers, giving the Air Force a wide pool of bidders. Fiscal 2026 operations and maintenance funds paid the initial $2,500 to each awardee.

OEI-AECOM has received more than $13.8 million in federal contracts since its January 2022 registration, according to obrieneng.com. The joint venture holds a spot on a $5 billion architect-engineer contract vehicle for the Veterans Health Administration, its single largest award to date, according to aecom.com. Its Department of Defense work has also flowed through Fort Worth engineering support offices and Joint Base San Antonio task orders.

For the roughly 187,000 residents of Glendale, Arizona, the city that borders Luke AFB, the base ranks among the largest local employers. Design contracts of this type sustain construction and maintenance activity that ripples through nearby suppliers and trades.

Shared design contracts like this one are routine in Air Force procurement. The service regularly bundles multiple small firms under a single ceiling to spread task orders and preserve competition on individual jobs. This award marks the second contract of 2026 for OEI-AECOM JV2 LLC, lifting its year-to-date total to $74.9 million, while Spur Nicklaus JV LLC and Spees-Reid Middleton JV LLC each recorded their first tracked award. The pact ranks well below the 2026 Air Force high of $5.6 billion and far above the year’s low of $17.

The next decisions rest with the 56th Contracting Squadron at Luke AFB, which will issue individual task orders over the life of the contract. A date for the first task order has not been announced.

Luke Air Force Base has anchored Arizona’s West Valley since 1941, when it opened as an advanced flying school, as happened before. During World War II, the field trained more than 12,000 fighter pilots, earning it the nickname “Home of the Fighter Pilot.” The base later transitioned to the F-104, the F-15 and the F-16, and it now trains F-35 crews. Each generation of aircraft demanded new hangars, ranges and support facilities, work that has kept engineering firms tied to the desert installation for more than eight decades.

This contract represents the 2nd contract awarded to OEI-AECOM JV2 LLC, Dallas, Texas (FA4887-26-D-0004), in 2026, bringing the company’s total contract value for the year to $74,900,000. It is also the 62nd Department of Defense contract awarded in Texas during 2026. While this is not the largest contract ever awarded to OEI-AECOM JV2 LLC, Dallas, Texas (FA4887-26-D-0004), whose record stands at $49,900,000, it is notable within the Air Force portfolio. Specifically, it falls between the 2026 Air Force portfolio’s year-to-date minimum of $17 and maximum of $5,600,000,000. Overall, this award was announced among 14 Department of Defense contracts issued nationwide on August 3, 2026.
