Federal law has barred noncitizens from voting in federal elections since 1996, and documented cases of noncitizen voting remain rare in state audits. The debate has surfaced repeatedly in recent election cycles, with the House passing a version of the SAVE Act in prior sessions before it stalled in the Senate.
Proof-of-citizenship rules have been tested at the state level before. Arizona enacted a documentary requirement that the U.S. Supreme Court partly struck down in 2013 in Arizona v.
