Trump Announces Nearly $10 Billion in Pennsylvania Defense Investments
Trump pledges new defense industrial base spending at Senator Dave McCormick's summit, projecting more than 4,000 jobs across the Keystone State.
WASHINGTON D.C. — Donald Trump announced nearly $10 billion in new defense industrial base investments in Pennsylvania, a package he said would create more than 4,000 jobs in the state.
The pledge, unveiled at Senator Dave McCormick’s Defense and Innovation Summit at the U.S. Army War College in Carlisle, Pennsylvania, includes a $2.5 billion agreement between General Dynamics and Rhoades Industries for Navy submarine construction in Philadelphia (see breitbart.com). Trump made the announcement by mentioning the source (see breitbart).
“This afternoon, we’re announcing nearly $10 billion of new investments in our defense industrial base, right here in the great Commonwealth of Pennsylvania, and these investments will create more than 4,000 jobs,” Trump said at the roundtable, which included Defense Secretary Pete Hegseth and top defense, banking, and tech executives.

This is the first message released by Trump today. On average, Trump produces about 17 posts per day since his inauguration on January 20, 2025.
The package layers several contracts onto the state’s defense economy. New ship orders for the National Security Multi-Mission Vessel are estimated to support more than 2,000 jobs, with program costs valued at $1.5 billion (see breitbart.com). Day & Zimmermann received a $2.3 billion contract to provide operations, maintenance, and modernization for the Hawthorne Army Depot in Nevada, delivered from its Philadelphia operations.
Workers in Pennsylvania’s shipyards and defense plants stand to gain most directly, while the announcement hands McCormick a political prize in a state that decided the 2024 elections. Trump said defense spending in Pennsylvania has jumped about 20-25 percent since he returned to the presidency. He projected the figure would reach roughly $19 billion to $20 billion once Wednesday’s announcement is counted (see breitbart.com).

For the average reader, the promise is measured in payroll. More than 4,000 direct jobs building ships, submarines, trucks, and weapons would ripple into local economies through wages, suppliers, and tax revenue, though defense contracts often take years to translate into hiring.
Has this happened before? It has. Last July, Trump attended McCormick’s Energy and Innovation Summit at Carnegie Mellon University in Pittsburgh, where officials announced roughly $92 billion in investment into the Keystone State (see breitbart.com). Trump also touted that his administration has overseen $19.2 trillion in investments into the United States since returning to office in January 2025.
McCormick, elected in 2024 and central to Republicans reclaiming the U.S. Senate majority, framed the day as a validation of the president’s approach. “We are so honored to have you here. I know you’ve got a special love for Pennsylvania, and Pennsylvania has a special love for you. And this is all about your vision of peace through strength,” McCormick told the president.
The next decisions rest with the contractors and the Pentagon, which must finalize and obligate the contracts before jobs materialize. A specific timeline for those obligations has not been announced.
Carlisle’s War College has staged pivotal defense debates before, as happened during earlier eras of American rearmament. Founded in 1901 to train senior officers after the Spanish-American War, the institution shaped strategy through two world wars and the Cold War. Its graduates included generals who later commanded in Europe and the Pacific. The campus became a fixture in shaping how the nation prepares its forces, a lineage that framed Trump’s appearance there.
The move fits a broader pattern in Trump’s recent messaging, with 58 of his 520 posts over the last 30 days focused on domestic policy.
