WASHINGTON D.C. — Donald Trump announced nearly $10 billion in new defense industrial base investments in Pennsylvania, pledging more than 4,000 jobs across the Commonwealth.
The president made the announcement at Senator Dave McCormick’s Defense and Innovation Summit at the U.S. Army War College in Carlisle, Pennsylvania (see breitbart.com). He shared the news by mentioning the source (see breitbart). The package includes a $2.5 billion agreement between General Dynamics and Rhoades Industries supporting Navy submarine construction in Philadelphia, plus new ship orders for the National Security Multi-Mission Vessel valued at $1.5 billion (see breitbart.com). Day & Zimmermann is receiving a $2.3 billion contract for operations, maintenance, and modernization at the Hawthorne Army Depot in Nevada, delivered from its Philadelphia operations.

This is the first message released by Trump today. On average, Trump produces about 17 posts per day since his inauguration on January 20, 2025.
“This afternoon, we’re announcing nearly $10 billion of new investments in our defense industrial base, right here in the great Commonwealth of Pennsylvania, and these investments will create more than 4,000 jobs,” Trump said at the roundtable, joined by McCormick and Defense Secretary Pete Hegseth (see breitbart.com).
The investments favor Pennsylvania’s shipbuilding and defense workers, who Trump said will build the ships, submarines, trucks, and weapons the military relies on. General Dynamics, one of the largest U.S. defense contractors, and its partner Rhoades Industries stand to gain from expanded submarine work in Philadelphia. The commitments deepen the state’s role in naval procurement as the Navy races to expand its submarine fleet.
Trump said defense spending in Pennsylvania has jumped about 20 to 25 percent since he returned to the presidency, and estimated the figure will reach $19 billion to $20 billion including Wednesday’s announcement (see breitbart.com). He also touted $19.2 trillion in total investments into the United States since January 2025.

For the average American, the announcement signals continued federal defense spending concentrated in industrial states, where such contracts can anchor manufacturing payrolls and support regional supply chains for years.
Has this happened before? This has happened before. Last July, Trump attended McCormick’s Energy and Innovation Summit at Carnegie Mellon University in Pittsburgh, where they announced roughly $92 billion in investment into the Keystone State (see breitbart.com). McCormick, elected to the U.S. Senate in 2024, was pivotal to helping Republicans reclaim the Senate majority.
The next step rests with the individual companies and the Defense Department to finalize and execute the announced contracts. A specific date for the completion of these agreements has not been announced.
Federal patronage of Pennsylvania’s arsenal is not the first time the state has anchored the nation’s war effort. During World War II, the Philadelphia Naval Shipyard employed more than 40,000 workers and launched the battleship USS New Jersey in 1942 (see britannica.com). Pennsylvania steel and shipbuilding underpinned Allied production, and the region’s yards delivered dozens of vessels to the fleet. That wartime surge cemented the Commonwealth’s identity as a defense manufacturing hub, a legacy the latest investments seek to revive.
The move fits a broader pattern in Trump’s recent messaging, with 58 of his 519 posts over the last 30 days focused on Domestic Policy.
